The very successful " Plants to Residents " Initiative.
 
There were people waiting from 8.30am for the gates to open at 9am, Saturday June 20,
and by 10.50am practically the entire 4000 plants being offered at 50 cents each were taken up.
 
The Men of the Trees were just great to organise it so well.
The EMRC provided excellent support, with staff and information.
The promotion was so well done. It seems everyone had heard about it.


People were delighted.
We need to follow up with mulch supplies, that are free of dieback.

LEMC Exercise: Stormy Gale - The Town's Recovery Committee Process, June 18 2009

 
This was a very valuable combined exercise with the Town of Bassendean Executive Staff,
The Mayor, Councillor Pule, Emergency Co ordinator Jim Burnett, Sargent Waghorn Kiarra Police,
FESA, DCP, Gordon Mundy from SES, Religious, Business and Community Groups, Senior Citizens and Schools.

Cars Ashfield Reserve
Sunday June 14

There was a problem with the vaccum forming of the cars
for Sunday's event so 120 cars were built in timber instead.
St Michaels and Ashfield Primary School were very active
on the day, both with their banners on display.

The girls from the Swan Rangers netball team helped
tremendously with the orderly running of the many races!

Special Meeting of Electors Tuesday 12 May 2009



The purpose of the meeting
was to discuss all matters
relating to the immediate
and long term future of the
Cyril Jackson School Campus,
buildings, recreational centre,
grounds and adjoining areas
that may be involved in any
use and/or redevelopment
of the site.

As a West Ward Councillor,
I will be considering all these
issue very carefully when the
matter comes up at Council
Meetings and I will be
monitoring to ensure the
widest consultation with all
Communities of Bassendean.
 
Please note
that I am up for re-election
in October 2009 and I will
need your support then,
to be able to represent
your views.

The meeting was very well attended and a large number of views were expressed. (Estimate - more than 100)
 
The Mayor stressed the importance of making
written submissions. The submission date has been
extended to 25 May 2009 at the request of the Town.
 
The Residents indicated that many had made submissions and some would make further submissions.
 
The Mayor explained that residents were at liberty to make more than one submission.
 

Some of the views expressed were :
 
* Concerns about resumptions of land around the Cyril Jackson area and Pearson St.
* Higher Density development and the quality of life style and social issues.
* Environmental Impact, Social Impact, Traffic Management Studies and the completion to best potential under the current economic climate.
* Expenditure at Governor Stirling detracting from the Educational development potentials and needs for the  Cyril Jackson area growth.
* That moving Cyril Jackson was a pointless exercise.
* Concerns to ensure to retain bridge cross over on Guildford Rd.
* Issues with high volumes of traffic and traffic management.
* Parking issues.
* Retaining Public Open Space.
* Safe Areas to walk dogs and have access to Parks and Open Spaces. Safety of children to play.
* Retaining of Habitat for birds and animals in natural settings.
* Zoning issues.
* Realigning Guildford Rd to the other side of the railway line, at the same level and cross over traffic management safety and functionality issues.  
* Developing Couston St as a business and retail centre and ensuring sufficient parking.
* Concerns about the moving of the Ashfield  Railway Station seen as an unnecessary expenditure of money.
* Ensuring that development incorporates good quality housing.
* Homes West ratios.
* Considerations for homes for students.
* Owner occupier homes and rentals.
* Issues of defining boundaries.
* Provisions for growing families and children.
* Relating to longer term Strategic Plans.
* Dept. of Education  retain land and build a High School.
* To ensure wide consultation with all the communities in the area.

the end of one era and
hopefully, the start of the
next.

In the short term the site
will be landscaped and then
developed soon.

Municipal Waste Advisory Council Meeting
22 April 2009
 
MWAC has for many months been seeking a Current National  and State Waste Strategy on Waste and this has now come to fruition;
 
A National Waste Policy :
Managing Waste to 2020
has become available as a consultation paper and open for submissions until Wednesday 13 May 2009.
 
The National Waste Policy was discussed extensively at the Municipal Waste Advisory Council Meeting of 22 April 2009 and your delegate Cr Pule has contributed extensively.
 
 
Some of the issues raised were:
 
*  State Waste Strategy.
*  a National Waste Policy: Managing Waste to 2020

Brian Farmer is the Town's
new Indigenous Apprentice

  Brian is a very nice young man and under the supervision of Mark Armstrong, I am confident that he will do very well.

The Apprenticeship Scheme arrangements are to provide him with work experience and Horticultural Studies leading to Qualifications and further employment opportunities.

I am also delighted to report that Brian has been given the memorable first project of planting out the newly repaired roundabout at Pearson and Hardy Rd.

I would like to thank all the Councillors that supported this motion through Council as it Honours a Wonderful Councillor and Mayor, Charlie Gregorini, who supported me, when I introduced it. The Apprenticeship Scheme is modelled on a large Scheme operating at Swan and constructed by Charlie Gregorini. 

$7m in Climate Ready grants
for WA firms

  ENERGY-EFFICIENT air-conditioning systems, wind turbine component manufacturing and efficient grinding mills are among Western Australian projects to receive federal funding in the first round of Climate Ready grants.

Bassendean-based Hofmann Engineering was allocated the largest single grant in the first round, receiving $5 million for its wind turbine project.

The grant will help Hofmann provide the only wind turbine precision component manufacturing capabilities in the Australasian region.


Ashfield Enquiry by Design outcomes
(June 2008)
  The Ashfield Enquiry by Design Plan has been a great Community involvement exercise. The New Government will hopefully continue but perhaps the time line may differ. The report by consultants GHD is not far off where all the suggestions are brought together in one review.

Ashfield Parade rehabilitation   Ashfield Parade Rehabilitation is progressing well after a few unforseen problems and a lot of environmental work that did not have a visual footprint.

Support for ranger services   CCT and Mobile Video facilities which I proposed are currently being  studied and includes mobile units in the Rangers vehicles and with the Rangers, as a deterrent to anti social behaviour.

Underground power   Reviewing Underground Power is being considered by Council. The Ashfield area is being considered as a suitable choice.

I am proposing a Regional Collective Councils approach that
could not only greatly reduce the cost to individual rate payer,
but have value added benefits as well. (With considerable assistance from newly elected Cr Don Yates).


Quick summary of some
Council issues in 2008.
1. The Ashfield Enquiry by Design Plan.
2. Ashfield Parade Rehabilitation.
3. Town Planning Scheme No 10. will reduce and simplify R zones
and make the planning and development process easier.  
4. Town Centre Development Plans are in place, however the economic climate makes for some considerable difficulties.
5. Council formed a New Family & Children’s Committee to attend
to related family issues and to give the Community representation and a voice on important Family issues.
6. Councillors reviewed all our Parks, Public Open Spaces (POS)
and our Community Facilities and have defined an organised long term strategy for evolving these public assets on a hierarchical basis and providing the Town with a State of the Art facility.
7. CCT and Mobile Video facilities which I proposed is currently
being  organised.
8. An Indigenous Apprenticeship Scheme that I proposed is now coming into effect and will assist in providing, training, work experience and qualifications, leading to gainful employment.

My compliments to the Late Charlie Gregorini, who was my mentor on this one. Council has also given support to the Bassendean Regional Cultural Advancement Group who have prepared their Community Strategic Plan for 2008 – 2011.
9. Passed the Budget and set the Rates with a minimum increase
in the rates and a reduction to 86 cents to the Valuer Generals estimations, that has saved rate payers from prohibitive increases.
10. Reviewing Underground Power.
11. The appointment of Bob Jarvis as the New Chief Executive Officer for Bassendean after the resignation of Mr Gary Evershed, who served as Chief Executive Officer for Bassendean for eight years. Mr Jarvis took up his position on Monday January 19 2009.

Ex-Mayor and Freeman John Cox was elected unopposed to fill
a north ward vacancy up to Oct 2009. (Cr Merfield resigned)
Don Yates was elected as a Bassendean Councillor in a 3 way contest to fill the 3 year vacancy after the resignation of Cr Elgar.
12. I believe that as a Councillor of the West Ward, I am a Councillor of the Whole Town and I have promoted Climate Change issues Energy Efficiencies, Recycling and Moderate Rates.

The Town of Bassendean has always been very supportive of Community and I strongly support the many Seniors and Volunteers who help so generously in so many ways to make life Beaut in Bassendean.

I have worked in the Bassendean Community for forty years.
